Land Ownership Certificates to Be Distributed to Landless Squatters from the Third Week of July

Kathmandu / June 17: The government has announced that the distribution of land ownership certificates (Lalpurja) to landless squatters will begin from the third week of July.

Minister for Land Management, Cooperatives, and Federal Affairs and General Administration, Pratibha Rawal, shared the information while responding to questions raised by lawmakers in the House of Representatives during discussions on the proposed budget allocations for the fiscal year 2026/27.

During the session, Chairperson of the Labour Culture Party, Harka Sampang, questioned whether the government would proceed with issuing land ownership certificates to landless squatters. He also raised concerns over the displacement of squatters in Kathmandu and their relocation to holding centres, alleging that conditions and management in these centres were inadequate.

Sampang further suggested that if the government was unable to properly manage the holding centres, it should consider allowing the squatters to remain and be managed in the places where they had been residing.

In response, Minister Rawal stated that preparations for distributing land ownership certificates had already been completed.

“Work on the land ownership certificates has already begun. Starting from the third week of July, we will commence the distribution of Lalpurja to landless squatters,” she said.

In the past, the government addressed land-related issues through the Land Commission. The current government has formed a dedicated committee on land-related matters and is moving forward with efforts to resolve issues concerning landless squatters.
