No-confidence motion tabled in parliament; leaders expresses views on the motion

Kathmandu / July 22: The deputy leader of the CPN-UML parliamentary party Subash Nembang has stated that the vote of no-trust tabled in the parliament against Prime Minister KP Sharma Oli was quite unimaginable.

Speaking at the parliament meeting during the deliberation on the no-confidence motion, Nembang argued that the new constitution had no restrictions for electing new prime minister however some personal attitudes were frustrating it.

Terming the vote of no-confidence unfortunate and inappropriate, Nembang, also former Speaker, lauded PM Oli for his performances, including his successful effort to lift the border blockade.

He argued that the CPN-MC was also responsible to take care of the backlogs of the peace process.

Expressing his happiness for the attendance of the parliamentarians belonging to Madhesh-centric political parties who were protesting some provisions in the new constitution, Nembang said that he was happy to see those dissenting parliamentarians signing n the vote of no-confidence. “It proves that they have accepted the new national statute,” he assessed.

No-confidence motion after PM ignores constitution implementation: Leader Nidhi

Nepali Congress lawmaker Bimalendra Nidhi has said that the no-confidence motion was brought against Prime Minister KP Sharma Oli as he was found indifferent to implementing the new constitution.

Taking part in discussion on the no-confidence motion in the Legislature-Parliament meeting on Friday, leader Nidhi said, “We asked the PM Oli to hold election of local, provincial and central level within January 2017, to carry out reconstruction tasks in speedily, to address Tarai-Madhes agitation and to end black marketing, but the PM neglected our demands.”

He clarified that his party supported the no-confidence motion brought by the CPN (Maoist Centre) against PM Oli, thinking the new constitution might be at risk.

Nidhi said, “Power handover should be peaceful while practicing democracy and parliament. It is rule of a parliamentary game. The CPN (UML) is aware of it.”

Stating that Article 298 of the new constitution is clear for the formation of the new government, he said that there was no point at all to be confused on it. He further clarified that a new consensus has been forged between the NC and CPN (Maoist Centre) to make the new constitution acceptable to all, to provide relief to earthquake victims and to address Tarai-Madhes demands.

Leader Nidhi said that collaboration among political parties should not be broken due to the no-confidence motion.

No-trust motion won’t affect national consensus: Chairman Dahal

CPN (Maoist-Centre) Chairman Pushpa Kamal Dahal has said his party decided to register the no-trust motion against Prime Minister KP Sharma Oli as there was nothing impossible in the politics.

Speaking about the no-trust motion against PM Oli at the parliament meeting on Friday, he recalled that both parties had signed a 16-point to deal the national politics, but it was implemented by the ruling partner. He expressed his anathema to the words ‘gentleman agreement’, saying such agreement could not lead to the consensus.

According to him, his party expected for national unity and consensus in the country while it decided to back CPN (UML) Chair to become the Prime Minister with the promulgation of the new constitution. The registration of a no-confidence motion against him was also guided by the same assumption, he argued.

“Registration of no-trust motion and government change is a usual process. Every party always remains effortful to influence others. This trend should be taken normally,” he said, however, pointing out the need of collective efforts among the political parties to face the problems of national level.

Moreover, he said party’s arrival in the existing political process was from a different ground and the logical conclusion of the peace process was its major concern. It was really a challenge to address problems surfaced in the Madhes and Tharuhat regions.

Stating that he had no personal grudge with the Prime Minister, he said the party could not be convinced by the government performance in the past nine months. There were widely differing views between the party will and government performance on the matters of carrying out the post-earthquake reconstruction efforts, handing of blockade and responding to the Madhes agitation.

Prime Minister’s performance was like of a single-party government, full of arrogance and self-esteem , he claimed.

Dahal accused Prime Minister KP Sharma Oli of having special attachment with those who do not want federalism and Republic system.

Arguing that although the CPN (Maoist Centre) had aimed at establishing a single communist centre, Oli was found foiling this effort, Chairman Dahal said that such situation was created after PM Oli turned dishonest in implementing recent nine-point and gentleman agreements.

He clarified that they were for settling the situation through talks and consensus in line with the Comprehensive Peace Accord.

Dahal , also the former Prime Minister, confided that the moment CPN-MC came to know about some lawyers close to PM Oli were attempting to hatch a conspiracy against his party, it came as a chilling effects on the CPN-MC.

A reflective Dahal, assuaged his guilt, admitted that they had ended up with nothing when they were the largest party in the first CA election. “We somehow turned gluttonous, but others took advantage of this situation,” he regretted.

He warned the current biggest party may have to share the similar fate if they become too power hungry.

Arguing that the CPN-UML had no alternative to compromise, Dahal spoke of the need to strengthen the national unity. He assured that the vote of no confidence tabled against the PM would not hinder the national consensus.

He cited the then UCPN-Maoist’s proposal during the promulgation of new constitution according to which the process of parliamentary game would be ended. But the proposal was not endorsed.

On a different note, Dahal stated that due to the geo-political condition of Nepal, its national integrity would be kept intact if we could strike balance with the neighbouring countries.

In a revelation, he said,”CPN-UML’s Madhav Kumar Nepal and Jhalanath Khanal were elected Prime Ministers at my initiations. “Let’s not think of cornering one another whenever the time opportune arises,” he added.

According to him, it was wrong to say that there was no provision for the formation of the new government.
