President summons house session; New session to elect top executives
Kathmandu / September 25: President Dr Ram Baran Yadav has called the new session of Legislature-Parliament from Friday, October 2, 2015 on the recommendation of Cabinet as per Article 296 of Nepal’s Constitution.
The House was prorogued on the eve of promulgation of new Constitution to allow Prime Minister Sushil Koirala to attend United Nations General Assembly in New York. Koirala, however, called off his purported visit owing to domestic political situation.
According to the transitional provisions in Constitution, the House will have to hold elections of Prime Minister, Speaker and Deputy Speaker, and President and Vice-President in seven days, 20 days and 30 days respectively.
The major parties have agreed to share top posts. As per informal understanding reached between parties CPN-UML will get the Prime Minister, Nepali Congress will get President, while UCPN-Maoist will get the speader. Although the parties have agreed to provide deputy speaker to the Madhesh based parties but the parties are agitating and yet to get into consensus.
However, the political parties have different factions within the party and the leaders from the same parties are trying to block leaders from their own parties from reaching into the post. CPN-UML chairman KP Sharma Oli is being presented as the next Prime Minister. The country needs a strong Prime Minister at a time when the country is passing through a very transitional and challenging phase.
