Adhikari elected as chairperson of Parliament Regulation Draft Committee

radheshyam-adhikari-br-copyKathmandu / December 1: The meeting of the Parliament Regulation Draft Committee Tuesday unanimously elected parliamentarian Radheshyam Adhikari as its Chairperson.

Adhikari’s candidacy was proposed by CPN (UML) parliamentarian Krishna Bhakta Pokharel while Chief Whip of Nepali Congress Chinkaji Shrestha seconded him.

The Council of Ministers had nominated Adhikari, a senior advocate, in the parliament.

The meeting of Committee was called for twice on Tuesday to settle the matter on the same. In the first meeting, Ram Narayn Bidari and Loknath Dhakal were fielded by their respective political parties.

The first meeting of Committee was halted for a while as its member encouraged a trend to encourage the consensus process among the parties.

They had underscored the selection of the candidate for the Committee’s Chairperson on the merit basis, warning that if it was not observed as criteria, any fringe parties would field their candidate for the same.

Later, the Committee’s meeting took place after the Committee’s members agreed to unanimously elect Adhikari as its Chairperson.

In addition, the meeting also formed an 11-member Sub-Committee under the coordination of the Committee’s member Ram Narayan Bidari to prepare a draft manual within 10 days.

The draft will deal with day-to-day operation of the Legislature-Parliament having the validity until January 21, 2018.

The members of the Sub-Committee comprise Navindra Raj Joshi, Min Bahadur Biswakarma, Rawatiraman Bhandari, Krishnabhakta Pokharel, Prem Bahadur Singh, Kunti Shahi, Atahar Kamal Musalman, Aindrasundar Nebwang, Yogendra Chaudhary and Lokmani Dhakal.

The Regulation Draft Committee members can take experts’ inputs in course of preparing the draft of the regulation and can devise its own independent work procedure. With the formation of Regulation Draft Committee, the number of parliamentary committees has reached 15.

The committee, which has 49 members representing all the parties in the Legislature-Parliament, will determine the procedure and regulations in view of the operation of parliament apart from formulation of bills, regulations and Acts. The Committee meeting has been put off for the indefinite time.
