Govt suspends permanent civil service recruitment pending staff restructuring

Kathmandu / July 20: The government has suspended the recruitment of new permanent civil servants until employees rendered surplus following a new Organization and Management (O&M) survey are reassigned.

The decision was made during a meeting of government secretaries, which agreed to prioritize the management of excess staff resulting from the O&M review before filling new permanent positions.

Under the decision, no ministry, department or government agency will be allowed to send requests to the Public Service Commission for new permanent recruitment without prior approval from the Office of the Prime Minister and Council of Ministers.

According to the government, the O&M survey is expected to reduce approved staffing positions across various agencies, creating surplus personnel. As a result, stricter restrictions on new permanent recruitment will remain in place throughout the current fiscal year.

The government said the primary objective of the decision is to ensure the proper management of existing permanent employees.

The meeting also adopted a policy aimed at preventing surplus employees from remaining without assignments. Ministries and agencies will first reassign excess staff within their own approved staffing structures. Employees who cannot be accommodated internally will then be deployed to vacant positions in federal offices, provincial governments or local governments in coordination with the Ministry of Federal Affairs and General Administration.
