Newly appointed Ministers sworn-in, 15-member Cabinet formed; Cabinet decides to implement inquiry commission’s report; PM Shah moves to Baluwatar

Kathmandu / March 27: President Ramchandra Paudel administered the oath of office and secrecy to the newly appointed 14 Ministers at a special ceremony in the Office of the President.

The Ministers were sworn in following the swearing in of Prime Minister Balendra Shah.

With the swearing in of 14 Cabinet Ministers, the Shah led Council of Ministers has been a 15-member body.

The Ministers that took the oath are Swarnim Wagle, Finance Minister, Sudan Gurung, Minister for Home Affairs, Shishir Khanal, Minister for Foreign Affairs, Sunil Lamsal, Minister for Physical Infrastructure and Transport, Biraj Bhakta Shrestha, Minister for Energy, Water Resource and Irrigation, Ganesh Paudel, Minister for Culture, Tourism and Civil Aviation, Sasmit Pokharel, Minister for Education, Science and Technology as well as Youth and Sports.

Similarly, Dr. Bikram Timalsina took the oath as the Minister for Communication and Information Technology, Nisha Mehata as the Minister for Health and Population as well as Drinking Water, Pratibha Rawal as the Minister for Land Management, Cooperatives and Poverty Alleviation as well as Federal Affairs and General Administration, Sobita Gauta as the Minister for Law, Justice and Parliamentary Affairs, Gita Chaudhari as the Minister for Agriculture and Livestock Development as well as Forest and Environment, Deepak Shah as the Minister for Labour and Employment and Sita Badi as the Minister for Women, Children and Senior Citizen.

Cabinet meeting decides to implement inquiry commission’s report

The first Cabinet meeting of the newly formed government decided to immediately implement the report of the high-level commission on investigation into the incidents relating to Gen Z movement (September 8-9, 2025).

It is the first decision of the Cabinet meeting chaired by Prime Minister Balendra Shah on Friday. The government also assigned Minister for Education, Science and Technology, and Youth and Sports, Sashmit Pokharel, as the Spokesperson of government.

Following the meeting, Spokesperson Pokharel shared that among the recommendations made by the Gauri Bahadur Karki-led inquiry commission for actions against security officials, a study committee would be formed. However, in case of others, the recommendation would be implemented immediately, he added.

The commission had recommended actions to many officials including then Prime Minister KP Sharma Oli, then Home Minister Ramesh Lekhak, then Inspector General of Nepal Police, Chandra Kuber Khapung.

Earlier, the erstwhile government led by Sushila Karki had decided to make public the inquiry report by placing it in the library archive of the federal parliament secretariat.

The Cabinet meeting also paid tribute to those losing lives in various movements, including the Gen Z movement, Spokesperson Pokhrel said, adding that it endorsed the governance reform plan.

With the assumption of office in Singha Durbar, PM Shah had directed the ministers and secretaries to work in favour of people.

PM Shah moves to Baluwatar

Newly appointed Prime Minister Balendra Shah moved to the Prime Minister’s official residence in Baluwatar on Friday.

He entered the official residence, Baluwatar by observing the established vedic rituals.

Shah took an oath of office and secrecy before President Ramchandra Paudel on Friday itself. RSS
