Adjustment of staffs in Education Ministry delayed

government logoKathmandu / July 5: The adjustment of the staffers serving in different capacities in the Ministry of Education (MoE) as well as its subordinate bodies has been taking forever owing to various reasons.

Although the new constitution mandates that the responsibility of the operation of up to the secondary level education is to be borne by the local level units, the adjustment and deployment of staffers has been delayed due to the cavalier attitude of the staffers at the Ministry itself.

There are currently 2,701 staffers in the MoE and its subordinate bodies including 23 first class gazetted officers. Among them, 1,470 are from the Education Administration Service.

The government has also decided to assign the staffers in the government’s education agencies in the election of the local level units in all provinces except province no 2.

A taskforce coordinated by Joint-Secretary at the MoE, Surya Prasad Gautam, too had furnished its recommendations towards this end some two months ago albeit the implementation part is in a sorry state.

The recommendations include forming a Division of Educational Management in each Metropolitan City led by the Joint-Secretary of the Education Service and forming separate sections of primary and secondary education under the Division.

Similarly, it was also recommended to form a department of educational management led by Under-Secretary in each Sub-Metropolis and municipality and formation of department of education management led by section officer in each rural municipality.

Spokesperson at the MoE, Dr Hari Lamsal shared that preparation was being made for the Metropolitan Cities to adjust the staffers at the Ministry and its subordinate bodies.

The adjustment in other local units will follow, said Spokesperson Dr Lamsal, admitting that there was delay in the adjustment of staffers in the local units.

A mechanism has been made with the Secretaries from the MoE, Ministry of General Administration and Ministry of Federal Affairs and Local Development (MoFALD) to implement the adjustment of staffers at the earliest, added Dr Lamsal.

Secretary at the MoFALD, Dinesh Thapaliya insisted on the amendment of the new constitution if the District Education Offices were to be intact. RSS
