Proposed Civil Service Bill to bring ‘Paradigm Shift’, expects Minister Rawal; Federal Parliament prorogued from Oct 2

Kathmandu / Oct 1: Minister for Land Management, Cooperative, Federal Affairs and General Administration, Pratibha Rawal, has shared that the proposed Federal Civil Service Bill has been expected to bring ‘Paradigm shift’ in performance and accountability of civil service.

Taking to a social platform, Minister Rawal mentioned that the bill has been given the final shape after deep study and extensive discussion, adding the bill would make the civil service further capable, effective, efficient, accountable and result-oriented.

She expressed the belief that the bill would be a significant milestone for good governance and public administration reform as well as provide crucial foundation for effective implementation of federal governance system.

Minister Rawal underlined that she while assuming the responsibility of the ministry, had set priorities to forward a process of refunding savings of cooperative victims, accelerating the distribution of land ownership certificate to landless, finalizing long-pending federal civil service bill and developing strong basis for public administrative reforms and good-governance.

She further said a target has been set to make service delivery easy, smooth, transparent and technology-friendly through digitalization and automation in various sectors including land administration.

Minister Rawal expected that a strong base would be prepared to make Nepal’s public administration more capable, responsible and result-oriented as the bill would be passed after extensive discussion and completing necessary process in the parliament.

A cabinet meeting held on September 29 had decided to give permission to table the bill in the parliament. Minister Rawal today registered the bill in the Federal Parliament Secretariat.

Federal Parliament prorogued from Oct 2

President Ramchandra Paudel has, on the recommendation of the Council of Ministers, prorogued the current session of both houses of the Federal Parliament effective from 12 midnight of October 2.

The President has prorogued the current session of both houses of the Federal Parliament in accordance with Article 93, Sub-Article 2 of the Constitution of Nepal and on the recommendation of the Council of Ministers on September 29, it is stated in a communiqué issued today by Spokesperson at the Office of the President, Krishna Bahadur Shahi.
