Committees formed for implementing NRA decisions

Nepal Reconstruction AuthorityKathmandu / July 1: At least six committees have been formed to spearhead the implementation of the decisions taken by the National Reconstruction Authority (NRA) Steering Committee.

The six committees were formed under the coordination of the NRA Executive Committee’s expert members. The committee headed by Dr Bishnu Bahadur Bhandari has been tasked with setting criteria for identifying the poorest families, Dalits in the backburner, widows with infant child, single woman family, families with members exceeding 75 years of age and single family of differently-abled persons in the NGO Mobilization Guidelines, 2072.

Likewise, a committee has been formed under another expert member, Dr Chandra Bahadur Shrestha, for setting criteria for construction of quake-resilient private residences in line with the Section 4 (920) of the Guideline for Grant Distribution for Reconstruction of Private Houses, said NRA Spokesperson Ram Prasad Thapaliya.

“A committee has been formed under the coordination of Dr Shrestha for holding agreement for distributing private house grant to owners who have built their residences prior to the grant agreement and house owners under current construction as per grant guideline, and also to formulate a guideline to resettle and rehabilitate the households affected by the Budhi Gandaki Project reservoir and identified by the Budhi Gandaki Hydro Power Development Committee as per Directive Committee’s decision on May 23,” he added.

Dr Shrestha will also head a committee tasked with preparing the designs for residences meant for incapacitated persons.

A committee tasked with drawing suggestions on design and standard of the public building, university, health institutes and hospital will be headed by another expert member, Dr Hari Ram Parajuli.

Expert member, Druba Sharma, will coordinate a committee to prepare new town development planning draft mindful of the losses inflicted by the earthquake in dense urban sectors and thereby identifying risk-laden towns. All of the committees will constitute of joint-secretarial level officers of the line ministries, Kathmandu Valley Development Authority (KDVA) Director, Nepal Engineering Association experts and chiefs of the concerned central project units.

Similarly, a committee has been formed to identity risky settlement caused by the Earthquake. The committee is formed under the convenorship of Dhurba Sharma.

The all committees comprise joint secretary at the concerned Ministries, director at the Kathmandu Valley Development Authority, member at the Nepal Engineering Association and chief at the concerned central project unit.

Meanwhile, the NRA has made the necessary arrangement to open the bank account of the quake survivors in worst quake hit districts through coordination subcommittee.

The NRA has stated that it will help identify the households. The NRA spokesperson Thapaliya has informed that the NRA has urged the Central Disaster Rescue Committee under the Ministry of Home Affairs to manage necessary arrangement realizing the natural disaster threat in rainy season in these districts.

The NRA further has directed the Central Projects Implementation Unit under the Ministry of Federal Affairs and Local Development not to hold contract sign with the survivor of risky settlements that were recommended to shift to the safety zones. It has even directed the District Development Committee to stop the payments if contract was already signed in this regard.

The NRA has informed that it has received preliminary geological study report of different 117 risky places. It has further stated that the settlement shifting process was sensitive one therefore, it has directed the Mines and Geological Department to submit the detail programme and its cost study in coming fiscal year as well.

The NRA has decided to allocate the responsibility of submitting settlement development proposal to shift the risky settlement to the safety zones to the Urban Development Ministry. RSS
