Speaker decides to postpone business except no-trust motion

Speaker GhartiKathmandu / July 15: Speaker Onsari Gharti has postponed all business of the Legislature-Parliament except forwarding the ‘no trust motion’ on the basis of parliamentary customs and practice.

The Speaker finally had to take decision on whether to take the Finance Bill-2073 or “no- trust motion” against the Prime Minister following differing views between the government and the main opposition.

CPN (UML) Chief Whip Bhanubhakta Dhakal said an introduction of a new work schedule in the parliament by sidelining the Finance Bill indicated that conspiracy was being hatched within the House. “This has created clash in the House, adding that the government is ready to brave it.” He even criticized role of the Speaker for making efforts to foil government’s agenda in the House.

I am not for raising question on Speaker’s role, clarifies Poudel

As per the new constitutional provision, the Speaker of the House is granted final authority to make decisions on the issues of parliamentary business failing to garner consensus among the political parties. In this context, NC leader Ramchandra Poudel commented that he was not for questioning the role of the Speaker when it comes to forwarding the motion of no-confidence.

Furthermore, leader Poudel clarified that it was not wise to challenge the decisions made by the Speaker at the time when both sides were trying to find a common view point on the issues in the aftermath of registering no-confidence motion against the Prime Minister.

CPN-MC leader Krishna Bahadur Mahara referenced the provision in the new constitution according to which no other agenda could be forwarded in the Parliament once the vote of no-confidence was registered.

He further said, “The ruling parties ought to agree on the provisions in the law and rule.

Likewise, Sadbhawana Party Vice-Chairman Laxman Lal Karna argued it was our parliamentary custom and practices to underscore the vote of no-confidence. RSS
