PM Prachanda stresses on qualitative changes as per country’s need

Kathmandu / Aug 28: Prime Minister Pushpa Kamal Dahal ‘Prachanda’ has stressed the need of bringing qualitative changes as per country’s need and aspiration, as development process cannot move ahead in a traditional way.

He mentioned that province and local levels should launch campaign to maintain good governance as establishing corruption-free society and maintaining and good governance are the agenda of the entire nation, not only of federal government.

Addressing the 51st meeting of National Development Action Committee organised at the office of the Prime Minister and Council of Ministers, Singha Durbar, on Monday, PM Prachanda shared support of all levels and bodies was necessary to forward the activities related to good governance, which is the agenda of the entire nation.

Prime Minister Prachanda said, “It is necessary to establish the system of reward and punishment, to encourage those doing good things, and raise hope among the people by expanding measures towards poverty alleviation and good governance. I want to make special request to pay attention towards it seriously.”

Sharing that some significant works were successful in the sector of service delivery to the people in last fiscal year and new initiatives has also been taken in the sector of good governance, he mentioned that the progress review has shown the fact that activities were not carried out in development sector as expected in last year.

The PM viewed that it was a matter of concern that the capital expenditure of the government was limited to 61.5 per cent.

He extended gratitude, saying although overall capital expenditure was not satisfactory, some ministries and some national pride projects have relatively done well.

“I want to congratulate seven ministries crossing 70 per cent capital expenditure and to all associated to 10 national pride projects achieving more than 90 per cent physical progress. I direct those ministries and projects achieving less progress to move ahead with a new action plan, learning from the experience of last fiscal year”, mentioned PM Prachanda.

He clarified that development constriction activities were affected due to some reasons including decrease in revenue collection, requesting all to lead the development construction activities in order to completely spend the available budget in current fiscal year and bringing exemplary result in development construction activities.

Prime Minister Prachanda stressed that there would be extensive changes in coming fiscal year as ownership in policy, programme and budget brought by the government becomes different that directed by the policy and programme due to short gap between the policy and programme and budget.

Stating that challenging have also surfaced in the responsibility of development and prosperity due to our system and practice that no changes are made on budget after budget speech, he shared “I have already announced that such trend would be corrected in coming fiscal year.”

He also directed the National Planning Commission to prepare draft of the action plan for the same. RSS
