People listed as unemployed through PM Employment Scheme to be assigned in post-disaster reconstruction

Kathmandu / Oct 7: The government has revised the work procedure to allow for the mobilization of the resource and manpower under the Prime Minister Employment Programme in the post-disaster reconstruction.

The Ministry of Labour, Employment and Social Security amended the Community Project Based on Pay for Work (Operation and Management) Procedures, 2077 and made provision for assigning those people listed as unemployed in the post-disaster reconstruction.

Minister for Labour, Employment and Social Security Sarat Singh Bhandari said that as per the amended work procedures those citizens enlisted as unemployed can be employed in the disaster response and reconstruction works.

According to him, a clause has been added in the work procedure which states that the Executive can take a decision for the immediate relief and disaster reduction, and operate employment project related to repair and reconstruction by mobilizing the listed unemployed persons during various disasters.

The amendment paves the way for the local level to make a decision from their executive and immediately proceed ahead with the repair of community infrastructure during times of disaster.

The local levels can carry out the rescue and relief works as well as the reconstruction of small projects by mobilizing the resources of the Prime Minister Employment Programme at times of disaster that might occur in future.

Minister Bhandari urged the local levels to repair the infrastructures by mobilizing those listed as unemployed. As he said, the executive of the local bodies can make a decision to invest the conditional grants provided to them through the Prime Minister Employment Programme in the post-disaster infrastructure repair and maintenance.

The government has already declared 41 local levels of 11 districts hit by the latest disasters as the Disaster-hit Zone for a period of three months. RSS
