House endorses Financial Ordinance, 2078 BS amid protests by UML lawmakers (Major highlights)
Kathmandu / Sept 8: The House of Representatives has endorsed the Financial Ordinance, 2078 BS amid protests by the lawmakers belonging to the main opposition CPN-UML. This paves the way for the government to introduce new budget through Substitution Bill.
Finance Minister Janardan Sharma tabled the ordinance in the House even as the lawmakers belonging to the main opposition party tried to obstruct him from tabling the ordinance. The ordinance was endorsed by a majority of members through voice votes.
Along with the financial ordinance, ordinance on raising public debt raising and appropriation ordinance have been endorsed.
Major highlights of substitution budget
Here are the major highlights of the substitution budget:
Rs 5,000 a month to those suffering from cancer and paralysis to buy medicine
Rs 3,000 a month livelihood allowance to the family of those killed in the course of political struggle
Rs 10,000 each to be provided to 500,000 families badly affected by the COVID-19 by next month
Run affordable canteens at least in 10 places in Kathmandu Valley to provide food to poor and destitute people in partnership with various philanthropic organizations.
Expedite works to repair damaged infrastructures of Melamchi Drinking Water Project and resume supply of water to Kathmandu Valley by mid-May, 2022.
Provide public welfare advertisement to online media as well.
Continue with relief programs provided to COVID-19 hit businesses with allocation of additional budgets.
