PM Oli presents Government’s Annual report to President Bhandari

Kathmandu / Jan 7: Prime Minister KP Sharma Oli presented the government’s annual report for the Fiscal Year 2019/20 to President Bidya Devi Bhandari today.

The PM submitted the report in accordance with Article 53 of the Constitution of Nepal and Clause 41 of the Good Governance (Management and Operation) Act, 2064 BS. The report is on the works carried out by the government and the achievements made regarding the directive principles of the state, policies, and obligations enshrined in Chapter 4 of the constitution as well as on the government’s other major works.

It is stated in the report that several important works have been done by the government this year towards fulfilling the national aspiration of ‘Prosperous Nepal, Happy Nepali’ by placing the country’s sovereignty, territorial integrity, independence, national unity, national dignity, good governance and prosperity in supreme priority.

The government has argued in the report that a full-fledged democracy oriented towards socialism with all the basic characteristics of democracy has been practiced and evolved, and the principle that the people are the source of state power has been established in its true meaning.

It is also stated that the fundamental rights of the citizens and the laws enacted for ensuring social justice to the citizens have been brought under implementation.

“A new political and administrative map of Nepal has been published by including Limpiyadhura, Lipulek and Kalapani areas on the basis of the Sugauli Treaty and the historical facts and evidence. The updated map and the Coat-of-Arms have been changed and brought into practice accordingly through the second amendment to the constitution through a unanimous decision of the Federal parliament,” the report states.

In the same fiscal year, Nepal has measured the height of Mt Everest employing own human resources. A commission has been formed to resolve the land-related problems and works have been carried ahead in that connection. Hundreds of bigahas of land usurped by various individuals and organisations have been reclaimed and brought under the government’s name.

Likewise, in the last fiscal year, an additional 979 kilometers of road has been blacktopped while 757 kilometers road has been upgraded to seasonal roads. Similarly, 218 road bridges have been constructed and an irrigation facility has been extended in additional 5,567 hectares of land.

The report also mentions that the population benefitted from basic level drinking water facility as well as high and medium quality drinking water service has increased by two per cent each and reached 91 per cent and 23 per cent, respectively. In the last fiscal year, the population benefiting from basic sanitation services has increased by one per cent and reached cent per cent, according to the report.

It is stated in the report that 149 megawatts of power have been added to the national grid and the access to electricity has reached to an additional 434 thousand households.

Five hundred eight thousand 141 private houses among the private houses destroyed by the earthquake in 2015 have been reconstructed. The construction of the Gautam Buddha International Airport has made 91 per cent progress while that of the Pokhara Regional International Airport has made 62 per cent progress. Chandragadhi, Biratnagar, Janakpur, Bharatpur and Dhangadhi airports have been upgraded and repaired.

The report states that 87 thousand 757 individuals have been employed in 701 local levels under the Prime Minister Employment Programme.

The government has responsibly fulfilled the obligations that it has accepted in the international covenants on human rights as per its commitment for protection and promotion of the human rights, stated the report.

The government has also claimed in the report that the law and order situation has further become consolidated. A policy of zero tolerance has been adopted against corruption.

It is also mentioned in the report that in the last fiscal year revenue Rs 793 billion 78 million has been collected and trade defeicit has decreased by 16.8 per cent.

Twenty Acts and three Regulations have been issued and the Integrated Legal Assistance Policy, 2076 BS has been approved in that fiscal year, the report said.

In this FY, the President paid a state visit to Myanmar and Japan. Prime Minister took part in the 18th Non-Aligned Movement Summit in Baku. Additionally, PM did high level foreign visits to eight counties. President of friendly country China paid a state visit to Nepal after 23 years. Likewise, the President of Bangladesh paid a state visit to Nepal.

These visits have additionally strengthened relations between Nepal and neighbouring and friendly nations. The government has achieved success in normalising the normal life of people and stop the Covid-19 pandemic from spiraling out of control by adoption a clear strategy and maintaining coordination, claimed the report.

The policies, programmes and budget for the fiscal year, 2020/21 have incorporated development activities, creation and expansion of employment opportunities, and infrastructure and efficiency development in the health sector that have been determined after estimating preliminary Covid-19 impacts on the country’s economy.

Prime Minister also presented the annual report of the National Security Council (NSC) in the capacity of the NSC Chairperson in line with Article 26 (3) of the Constitution of Nepal. In attendance on the occasion were Home Minister Ram Bahadur Thapa, Minister for Finance Bishnu Prasad Poudel and Minister for Foreign Affairs Pradeep Kumar Gyawali. RSS
